On one side are conservative Republicans, outnumbered and frustrated, who see the painfully large cuts as leverage in their battle to force Democrats into concessions on the budget. On the other side are President Barack Obama and his Democratic allies, who are pressing to replace some of the cuts with new tax revenues.

The predictable deadlock?and looming cuts of $85 billion this budget year alone?has the potential to slam the economy, produce sweeping furloughs and layoffs at federal agencies and threatens hundreds of thousands of private sector jobs.

The cuts would shrink the Pentagon budget by 7 percent and force most domestic agencies to absorb a 5 percent cut concentrated in the last half of the budget year.

Just last year, GOP leaders were among the loudest voices warning of dire consequences for the military and the economy if more than $100 billion in cuts across the board went into effect. Now, even as defense hawks fume, Republicans see the strategy as their best chance of wringing cuts from costly government benefit programs like Medicare that Obama and his Democratic allies in Congress have been reluctant to touch.

The move is fraught with risk. Some $43 billion would be cut from the Pentagon budget between March and October if battling Democrats and Republicans can't agree on an alternative. Equal cuts would hit domestic programs, although the health care programs that are major drivers of future deficits are largely exempt.

"Talk about letting the sequester kick in, as though that were an acceptable thing, belies where Republicans were on this issue not that long ago," White House Press Secretary Jay Carney said Wednesday. "This is sort of political brinksmanship of the kind that results in one primary victim, and that's American taxpayers?the American middle class."

The automatic cuts, known as a "sequester" in Washington-speak, are the penalty for the failures of the 2011 deficit "supercommittee" and subsequent rounds of budget talks to produce an agreement.

Along with the threatened expiration of Bush-era tax cuts, the spending cuts were a major element of the so-called fiscal cliff crisis that gripped the country at the new year. While most of the tax cuts?except for upper-bracket income?were made permanent, negotiators could only agree on a two-month reprieve to the sequester after finding $24 billion in replacement money that reduced this year's round of cuts from $109 billion to $85 billion. Eight more years of cuts, totaling almost $1 trillion, still remain.

The austerity, economists say, would slow down the economy. Under a formula by the Congressional Budget Office, a $43 billion cut in defense spending could cost 300,000 jobs this year.

"In terms of the political dynamic here, defense spending is only 20 percent of the federal budget, but it's taking 50 percent of the cuts, which means it's going to be hitting the Republicans a lot harder than the Democrats," said defense analyst Loren Thompson of the Lexington Institute think tank.

On Wednesday, the government reported that the economy shrank by 0.1 percent in the last quarter of 2012 and said a slowdown in defense spending and uncertainty over the automatic spending cuts could have kicked in at the start of the year.

Last year, Republicans issued dire warnings of the impact the cuts would have. Defense hawks like Sens. John McCain, R-Ariz., and Lindsey Graham, R-S.C., made campaign tours in political swing states like Virginia and Florida lambasting the cuts, warning that the reductions would hollow out the Pentagon and cost many thousands of jobs. They reminded voters that the sequester was an idea developed by Democrats during 2011 negotiations on increasing the government's borrowing cap.

"The White House is responsible for the 'sequester' that threatens our national security," House Speaker John Boehner, R-Ohio, said in September. "History has taught us we can't continue with policies that jeopardize our defenses or weaken our economy."

This year's GOP move to embrace the sequester was hatched at a recent strategy retreat for House Republicans in Williamsburg, Va. Much of the retreat was devoted to coming up with a way to solve a more urgent issue: finding a way to get the tea party-infused House to again increase the debt limit and prevent an economically devastating, first-ever default on U.S. obligations. The party agreed on a strategy to punt the debt dilemma until May or later and instead use the sequester as leverage in the budget debate.

A senior House GOP aide, who spoke on condition of anonymity to discuss party strategy, said some Republicans see the sequester as their best opportunity to achieve spending cuts. That strategy, however, is rife with potential to split open the Republican Party and pits the defense hawks against the tea party.

How people would actually react should the across-the-board cuts hit is anyone's guess. But it's not lost on anyone with institutional history that Republicans got creamed in a similar situation in 1995-96 when they sparked a partial government shutdown under the leadership of House Speaker Newt Gingrich, R-Ga.

On Tuesday, Senate Majority Harry Reid, D-Nev., said the warring parties should try to figure it all out, but he set up a clash with Republicans over using new taxes to fix the problem.

Reid said the sequester cuts should be replaced "in short increments" with spending cuts and revenues like repealing oil and gas subsidies, which were discussed in earlier negotiations.

"There are many low-hanging pieces of fruit out there that Republicans have said they agreed on previously," Reid said. There's a lot of things we can do out there, and we're going to make an effort to make sure that there is?sequestration is?involves revenue."

Aresco says Big East looking to add 12th school

CROMWELL, Conn. (AP) ? The Big East conference is looking to add another school, and may sign a TV package that includes multiple networks, commissioner Mike Aresco said Monday.

Aresco spoke at a local chamber of commerce breakfast, and talked to reporters afterward.

He said the Big East wants to keep its name as it rebrands, and no longer has any plans to expand further west than Texas.

"We probably at some point will add a 12th team," Aresco said. "We are going to have 11 when Navy comes in '15. We'll have 10 this year. There's no urgency, but we think we'll probably think about adding a 12th team."

Aresco believes the conference realignment picture may be settling down, following the departure of the so-called Catholic seven basketball schools from the Big East and the decisions of Boise State and San Diego State to return to the Mountain West.

He said the remaining Big East schools all are large research schools, with similar goals, and have good working relationships.

"I do think as conferences consolidate, as they get bigger, I think they rethink what they are doing, and I think there will be a period of calm," he said. "It doesn't mean it's over."

Aresco said the conference is getting close on a TV package that he said will add stability to the picture, but could not say when it might be finalized.

"We think we could end up doing a deal with multiple networks, we just don't know yet," he said.

Aresco lamented the role of money in ending some traditional rivalries in college sports, and cautioned executives that a balance must be maintained between doing what is best financially and doing what is best for college athletics and the college athlete.

He said TV games will lose much of their luster if they are played in half-empty arenas or stadiums.

He also said he doesn't believe the departure of the Catholic schools from the Big East necessarily means an end to some of the old Big East rivalries. He said because the separation has been amicable, he believes many of those schools will continue playing each other.

"We want our schools to play really good nonconference games," he said, "whether its football or basketball, because that's how you rebuild your brand ? prove it on the field."

Aresco dismissed talk that the Big East might reconsider its postseason ban for Connecticut's men's basketball team, allowing the Huskies play in this year's Big East tournament.

UConn was barred from the postseason by the NCAA due to previous low Academic Progress Rate scores, and the Big East followed suit. School officials have been lobbying against the ban, noting the team has improved those scores and no current players were involved in the previous problems.

"They've got a terrific APR now, they're doing much better," Aresco said. "This is just one of those things. It happened, and it's something they're going to have to get through."

Lucasfilm postpones Star Wars Episode II and III 3D, focusing on Abrams-directed Episode VII

J.J., his longtime producing partner Bryan Burk, and Bad Robot are on board to produce along with Kathleen Kennedy under the Disney | Lucasfilm banner.

Also consulting on the project are Lawrence Kasdan and Simon Kinberg. Kasdan has a long history with Lucasfilm, as screenwriter on The Empire Strikes Back, Raiders of the Lost Ark and Return of the Jedi. Kinberg was writer on Sherlock Holmes and Mr. and Mrs. Smith.

Abrams and his production company Bad Robot have a proven track record of blockbuster movies that feature complex action, heartfelt drama, iconic heroes and fantastic production values with such credits as Star Trek, Super 8, Mission: Impossible Ghost Protocol, and this year's Star Trek Into Darkness. Abrams has worked with Lucasfilm's preeminent postproduction facilities, Industrial Light & Magic and Skywalker Sound, on all of the feature films he has directed, beginning with Mission: Impossible III. (AP) ? Taylor Swift has been turning heads with her new, sexy wardrobe, but the 23-year-old says it's just a reflection of getting older.

Swift has people buzzing about her recent red carpet choices, which have included plunging necklines and shorter skirts. "As far as wardrobe, we have been operating from a different place," Swift said.

While her choices may be demure compared with the Kim Kardashians of the world, for Swift, a former teen sweetheart, it's raised eyebrows, and she acknowledges that it's been a bit of a shock for some people who are accustomed to seeing her wear long dresses. She recalled how her decision to wear shorts at last year's MTV Video Music Awards caused a stir.

"It was like, 'Gasp, Taylor wears shorts.' And I thought it was hilarious," she said, adding: "I'm not going to be like taking my clothes off or that sort of thing."

Swift's new look is a reflection of her overall maturation, with her latest album, "Red," selling more than 3 million copies since it was released last fall and producing two smash singles, "I Knew You Were Trouble" and "We Are Never Ever Getting Back Together," which is nominated for record of the year at next month's Grammy Awards.

"I'm so happy about (my) three nominations ? it's so unreal," Swift said in a phone interview Monday from Paris.

Swift said she's especially happy with the success of songs like "I Knew You Were Trouble," a dance-infused song that takes her further from her country realm than ever before.

"The fans have been so good to me this year," she said. "I wanted to make a genre-defying record, I wanted to make an album that was hard to pin down, and hard to box in."

Swift said fans should expect more surprises during her upcoming tour, which kicks off March 13 in Omaha, Neb. She's partnering with Diet Coke for the tour, and she's signed on to be a pitchwoman for the beverage.

While a recent op-ed piece in The New York Times questioned whether pop stars should be endorsing soft drinks with society's push toward a healthier lifestyle, Swift, who noted she's become more health-conscious, said the beverage is part of her life.

"I think my lifestyle plays a part into what I choose to endorse," Swift said. "Diet Coke is something that is a part of my life. ... Also a part of my life is exercise."

Her partnership with the soft drink company includes the use of social media platforms to connect with fans, something that Swift, an avid Tweeter and presence on Instagram, already uses on her own.

A winter storm that brought ice and travel disruption to the Midwest will move across the Northeast Monday, threatening a messy commute for millions.

A mixture of freezing rain and sleet is expected along the I-95 corridor with snow in some areas, prompting some schools and employers to announce a later start to the working week.

It follows a weekend of disruption in the Midwest, with many flights in and out of Chicago, Minneapolis and St. Louis being grounded by icy runways on Sunday, according to Reuters.

Hundreds of churches across Iowa called off Sunday services as sidewalks were turned to sheets of ice by the storm that covered the region in about a half-inch of ice, Reuters said.

That system will bring ice and snow from New England to Virginia and in northern Michigan on Monday, and rain from southern Michigan to the lower Mississippi Valley, according to The Weather Channel:

Snowfall of up to 3 inches is possible from central and northern New York through central and northern New England. It will change to sleet and freezing rain in southern New York, northeastern Pennsylvania and northern New Jersey.

Morning sleet and freezing rain becomes afternoon rain in western Virginia, central and southeastern Pennsylvania, southern New Jersey, Maryland and Delaware.

In New York City, snow should arrive in the late morning,?NBCNewYork.com reported. A winter weather advisory will be in effect north and west of the city Monday morning into Tuesday morning. As Monday wears on, warm air is expected to cause the snow to change over to rain along the coast by the afternoon. Major accumulations are not likely.?

A winter weather advisory will be in effect across the Washington, D.C., area between 5 a.m. and 10 a.m. ET Monday, NBCWashington.com reported.

School districts - including the District of Columbia - announced late openings and several major employers allowed employees to come in late, NBCWashington.com added. The federal government will open at noon.

Icy weather across parts of the Midwest affected roads and airports, particularly at O'Hare in Chicago, where nearly 200 flights were canceled. The Weather Channel's Mike Seidel reports.

Philadelphia is braced for light snow during the morning commute and ice during the evening rush, NBC10.com reported. "Temperatures will remain below freezing north and west of I-95 so significant ice or sleet accumulation is possible there during the day,? it warned.

Meanwhile, a storm bringing rain to the southwest Monday was expected to move into the southern Plains and southern half of the Mississippi Valley on Tuesday.

Damaging wind gusts, hail and tornadoes are possible from eastern Oklahoma and northeast Texas to central and southern Illinois, western Kentucky, western Tennessee, northwest Mississippi and northern Louisiana Tuesday.

Tooth development and weaning in chimpanzees not as closely related as once thought

Jan. 28, 2013 ? For more than two decades, scientists have relied on studies that linked juvenile primate tooth development with their weaning as a rough proxy for understanding similar developmental landmarks in the evolution of early humans. New research from Harvard, however, is challenging those conclusions by showing that tooth development and weaning aren't as closely related as previously thought.

Using a first-of-its-kind method, a team of researchers led by professors Tanya Smith and Richard Wrangham and Postdoctoral Fellow Zarin Machanda of Harvard's Department of Human Evolutionary Biology used high-resolution digital photographs of chimps in the wild to show that after the eruption of their first molar tooth, many juvenile chimps continue to nurse as much, if not more, than they had in the past. Their study is described in a January 28 paper in the Proceedings of the National Academy of Sciences.

"When these earlier studies were published about 20 years ago, they found a very tight relationship between the eruption of the first molar and certain developmental milestones, particularly weaning," Smith explained. "A number of researchers have tried to extrapolate that relationship to the human fossil record, but it now appears that our closest living relative doesn't fit that pattern. That suggests we should be more cautious if we want to infer what juvenile hominins were like."

Getting an inside view of chimpanzee childhood, however, is no easy task.

Most prior studies of tooth development in juvenile chimps relied on two methods of collecting data -- observing captive animals or studying skeletal remains of wild primates. Both, however, also came with challenges for researchers.

Studies have shown that captive chimps grow dramatically faster -- often reaching adult size by age 10 or 11, compared to 13 to 15 for wild chimps. That early development means the milestones researchers rely on as proxies for understanding early human species likely occur earlier than they normally would. Researchers studying skeletal remains of wild primates face a similar challenge. To properly understand those developmental landmarks, remains must be properly identified and aged, a notoriously difficult process for primates in dense tropical forests.

To solve those problems, Smith, Wrangham and Machanda developed a unique method for studying juvenile chimps in the wild. Researchers studying the Kanyawara chimpanzee community in Kibale National Park in Uganda teamed up with wildlife photographers who snapped photos of juvenile chimp's teeth whenever they opened their mouths. The detailed photos, some of which captured the same individuals over months, allowed researchers to track precisely when molars erupted, and to correlate that information with chimp's behavior more closely than ever before.

What the images revealed, Smith and Machanda said, came as a surprise.

Where earlier studies suggested that juvenile primates were weaned shortly after their first molar erupts, their study showed that, in addition to eating more solid food, chimps continued to "suckle as much, if not more, than they had before," Smith said. "They were showing adult-like feeding patterns while continuing to suckle, which was unexpected."

While questions of why juvenile chimps continue to nurse -- in some cases for months -- have yet to be answered, Machanda said those questions will likely be the subject of future studies.

"We're now working on a project that's focused on body size and growth, but we're also planning future studies that will look at their energetic condition so we can understand what they're trying to get from the mother by continuing to nurse," she said. "What's interesting, however, is that there can be conflict surrounding this where the juveniles are trying to get as much as possible from the mother and the mother is actually covering up her nipples and moving around. Sometimes they'll even throw these temper tantrums that look exactly like human babies."

"I think there are two bottom lines here," Smith said. "One, I think, is a cautionary tale. The findings in this paper are going to challenge us to find other proxies for weaning and the spacing between offspring, but the other aspect that's exciting is that we have some suggestion that we should start looking at how feeding behaviors develop in the wild.

"No one has looked at how infants become more adult-like, both in their food choice and in the time they spend feeding," she continued. "This actually appears to correlate fairly well with dental development, so, while this is a preliminary finding, we may have a new anatomical proxy for when juvenile primates begin eating like adults."

The Obama Administration Wants States to Grab Your Personal ...

Last year, when I tried to use my (perfectly legal, thank you) Montana state driver's license to enter a bar in Washington, DC, the bouncer rejected it on the basis that "no real ID would have bear holograms." Actually, in the Big Sky state we do?but the guy was on to something: Montana is one of 37 states still defying the Real ID Act of 2005, a Bush-era law intended to fight terrorism by standardizing security requirements for state IDs. The Department of Homeland Security was forced to grant yet another extension last month for states that haven't complied with the law. But experts say the delay doesn't mean the Obama administration is backing off the controversial security requirements.?

In order to comply with the Real ID Act, states must obtain from you, at minimum, photo identification, your birth certificate (or other date of birth verification), your social security number, documentation of legal status, and proof of your home address. State IDs that don't comply with these security requirements are supposed to be barred from airports and federal buildings, although DHS hasn't enforced that yet. More controversially, the law requires that?states make this personal information sharable to other states, in a de facto database that could be easily accessed by the federal government. But as Chris Calabrese, legislative counsel at the American Civil Liberties Union, explains: "That hasn't really happened, the database never got built. But the federal government still has the legal tools to access this information."

"The Real ID Act is a loser every way you slice it," Jim Harper, director of information policy studies at the CATO Institute, tells Mother Jones. "But this is the first time DHS is only extending its deadline for certain states. They could be positioning themselves to actually start enforcing this against states like Montana that don't have a lot of people and don't have a big airline industry."

But Homeland Security Janet Napolitano?who herself was was critical?of the law as Arizona governor?might have a fight on her hands. At least sixteen?states have actually passed legislation rejecting the law, and DHS estimates?it will cost states a minimum of $3.9 billion to implement over ten years.?

Calabrese tells Mother Jones that though some of the privacy advocates' worst fears about REAL ID?like a giant database of personal information?haven't been realized, other concerns remain. States following the law must require home addresses on your license, "which can be a nightmare for victims of abuse." States that scan and store personal documents online as required by the law (although in 2008 an exception was made for birth certificates), are also "leaving personal information floating around for identity theft," Calabrese adds.

The law does have its defenders, who argue that these security requirements make US borders more secure from foreign terrorists and undocumented immigrants (which are not infrequently lumped together?in discussions of the Act.) Jessica Zuckerman, research associate at the Heritage Foundation, argues that "the?Real ID Act is enhancing security at the DMVs and secure databases prevent fraud." My colleague Kevin Drum has written about how a national ID?could help end the voter fraud controversy, but points out that Real ID still leaves us with "50 different cards managed by 50 different bureaucracies."

For Marc Rotenberg, executive director of the Electronic Privacy Information Center (EPIC), the key concern is that "because of Real ID, states are collecting far more information about you than they have in the past." That information is sometimes shared with commercial data-miners. EPIC has also submitted a friend of the court?brief to the Supreme Court in a case challenging lawyers' use of personal information obtained from DMVs to find potential clients for group action lawsuits. EPIC is arguing that the court should limit states from disclosing such information.?

But even though Real ID has proven unpopular with Democrats and Republicans alike,?don't expect it to disappear. "No politician is going to step up and say we need to get rid of this loser because they don't want to look bad on security," says Harper. So, if you're dead set on keeping your information to yourself, you might do what my bear-hologram license has forced me to do: Don't drive, and bring your passport to happy hour.?

Jan. 24, 2013 ? Washington State University researchers have lengthened their list of environmental toxicants that can negatively affect as many as three generations of an exposed animal's offspring.

Writing in the online journal PLOS ONE, scientists led by molecular biologist Michael Skinner document reproductive disease and obesity in the descendants of rats exposed to the plasticizer bisephenol-A, or BPA, as well DEHP and DBP, plastic compounds known as phthalates.

In a separate article in the journal Reproductive Toxicology, they report the first observation of cross-generation disease from a widely used hydrocarbon mixture the military refers to as JP8.

Both studies are the first of their kind to see obesity stemming from the process of "epigenetic transgenerational inheritance." While the animals are inheriting traits conveyed by their parents' DNA sequences, they are also having epigenetic inheritance with some genes turned on and off. Skinner's lab in the past year has documented these epigenetic effects from a host of environmental toxicants, including plastics, pesticides, fungicide, dioxin and hydrocarbons.

The recent PLOS ONE study found "significant increases" in disease and abnormalities in the first and third generations of both male and female descendants of animals exposed to plastics. The first generation, whose mother had been directly exposed during gestation, had increased kidney and prostate diseases. The third generation had pubertal abnormalities, testis disease, ovarian disease and obesity.

The study also identified nearly 200 epigenetic molecular markers for exposure and transgenerational disease. The markers could lead to the development of a diagnostic tool and new therapies.

The Reproductive Toxicology study exposed female rats to the hydrocarbon mixture as their fetuses' gonads were developing. The first generation of offspring had increased kidney and prostate abnormalities and ovarian disease. The third generation had increased losses of primordial follicles, the precursors to eggs, polycystic ovarian disease and obesity.

The study, said Skinner, "provides additional support for the possibility that environmental toxicants can promote the epigenetic transgenerational inheritance of disease."

"Your great-grandmothers exposures during pregnancy may cause disease in you, while you had no exposure," he said. "This is a non-genetic form of inheritance not involving DNA sequence, but environmental impacts on DNA chemical modifications. Hey, alien hunters: NASA's alien planet archive is open for business

"The entire world can help us" find exoplanets (alien planets), says a Kepler scientist. NASA is throwing open its list of possible exoplanets to anyone who wants to look.

Scientists with NASA's planet-hunting Kepler spacecraft have revamped the mission's online archive of alien worlds, opening up the database for the entire world to see.

Researchers are now posting all exoplanet sightings by the Kepler observatory into a single, comprehensive website called the "NASA Exoplanet Archive." Instead of going through the long planet confirmation process before making data publicly available, since December of last year, scientists have started shoveling out all the data Kepler collects into a comprehensive list.

"When we make that list, right away it goes to the archive," Kepler mission team member Steve Howell told SPACE.com during the 221st American Astronomical Society meeting in Long Beach, Calif., this month. "So the day we know about the list, the archive knows about the list. And then everybody, including us, can work on that list. But that list is dynamic so if we, or a community person, makes an observation and says, 'Hey, I looked at this planet candidate but it's really an eclipsing binary,' then that entry in the archive will be changed."

The archive has information about the size, orbital period and other metrics of any possible planet discovered and investigated by Kepler.

"It's all in real time," Howell said. "The sausage-making process is exposed."

Before the new archive was debuted, astronomers were already doing creative work with the data. One created a visually stunning video of every known Kepler planet candidate ? 2,299 unconfirmed exoplanets at the time ? orbiting one central point.

The Kepler team?s new "open" attitude toward data release is giving everybody, not just members of the scientific community, a chance to do some hands-on scientific research by building their own experiments, Howell said.

A group of high school students has already taken data from groups of planets observed by Kepler and mapped them against a map of known stars looking for a pattern. Howell doesn?t think they'll see much, but he's glad that they have the opportunity to get creative.

"The entire world can help us with this Kepler data," Howell said. "I don't see any downside."

?Planet Hunters, a collective of amateur astronomers, recently found 42 new alien planets using Kepler data that was publicly available prior to the launch of the new archive system.

It would be difficult for Kepler scientists to get their jobs done without the help of amateur astronomers around the globe, mission researchers said. By making the exoplanet archive more accessible, it could mean that more planets are found and confirmed in shorter amounts of time than ever before.

More people sifting through the wealth of data collected by Kepler means that scientists have a better chance of finding even more planets circling distant stars, Howell added.

Since its launch in 2009, NASA's Kepler spacecraft has flagged more than 2,300 objects as possible alien worlds. Although only about 100 have been confirmed, scientists expect that at least 80 percent could be certifiable exoplanets.

Currently, Kepler has entered a "safe mode" after researchers spotted an issue with one of the spacecraft's three reaction wheels that are responsible for orienting the telescope. The malfunction has stalled science observations, but researchers hope that the issue will be resolved by Sunday (Jan. 27).
